本报讯(记者饶沛)昨天，北京市环境秩序整治总结表彰暨明年工作部署会召开，北京市政府成立环境秩序整治领导小组，刘敬民副市长任组长，明年将完成100个环境脏乱重点地区整治任务的目标，使全市环境达到“奥运标准”。副市长刘敬民表示，城管人员打人将一律开除。
建立三级领导体系
环境秩序整治工作将建立市、区、街三级组织领导体系，市政府成立环境秩序整治领导小组，刘敬民副市长任组长，相关委办局为小组成员，办公室设在市城管执法局，负责全市环境秩序的统一部署、检查、指导。区街两级按照市里面组织领导的模式，成立相应的组织领导机构，负责本辖区环境秩序的整治工作。
市城管执法局局长李润华表示，明年全市环境整治工作将划分5个阶段，持续推进，“其中10月1日至十八大结束为冲刺献礼阶段，全面进入最高等级防护状态，严盯死守，群防群控。”
“城管打人一律开除”
在昨天举行的部署会上，刘敬民表示，城管人员“凡是打人的都要开除，谁也不要求情。”他表示，开除打人者是为了整个城管队伍。
市城管执法局局长李润华要求城管部门对整治过程中发现的黑窝点、制假贩假违法犯罪行为等线索，交由公安部门，深挖幕后，清掏窝点，深化整治效果。
环境整治有三大目标
据介绍，明年全市环境秩序整治工作将按照奥运保障的标准，努力实现“三大目标”。
首先是天安门及长安街沿线违法行为“零容忍”，三环内街边摆摊等违法行为不会成群出现，其他地区实现分级分类有序管理的目标。
其次是疏堵结合，高标准完成100个环境脏乱重点地区整治任务的目标。
还有一个目标是群众举报同比下降15%以上，群众回访满意率提升至85%以上的“一降一升”。
